President Ilham Aliyev familiarized himself with the conditions created in the newly built residential complex for 594 families of internally displaced persons (IDPs) in Mingachevir. Deputy Prime Minister and Chairman of the State Committee for Affairs of Refugees and Internally Displaced Persons, Ali Hasanov, informed President Ilham Aliyev about the newly established residential complex. This neighborhood was constructed based on the relevant clauses of the Addenda approved by the Order of the President of Azerbaijan dated February 21, 2011, to the “State Program on improvement of living conditions and increasing employment of refugees and internally displaced persons” approved by the Order of President Ilham Aliyev dated July 1, 2004. IDP families temporarily residing in dormitories in the city of Mingachevir will be relocated to the new residential complex.
The Head of State familiarized himself with the conditions created in the school building for 480 pupils. In this educational institution, built with high quality and equipped with modern facilities, all conditions have been created for training and education. While viewing the scheme and model of the new residential complex here, President Ilham Aliyev was informed that in this neighborhood, covering an area of 12 hectares, 596 houses, a school, a 140-seat kindergarten, a medical point, a club-community center, and a post office building have been built. Water, electricity, and gas supply networks have been connected to the communications of Mingachevir city. The new neighborhood was built by order of the Social Fund for Development of IDPs. The construction of the neighborhood began in May 2014 and was fully completed in February of this year. The new residential complex is the 89th residential settlement built for refugees and internally displaced persons.
The Head of State also visited the kindergarten of the residential complex and inquired about the conditions created there. It was noted that high-standard conditions have also been created in the kindergarten. Subsequently, President Ilham Aliyev familiarized himself with the conditions provided in the apartments. All this shows that one of the main characteristic features of Azerbaijan's rapid socio-economic development is the reflection of the positive results of the policy implemented in the country in the life of every citizen and the improvement of people's welfare. The improvement of the living conditions of our citizens, displaced from their native lands as a result of Armenia's military aggression, based on the relevant decrees and orders of President Ilham Aliyev and the implementation of effective measures in this field, are also constantly kept in focus. Through the attention and care of the Head of State, the housing and living conditions of thousands of IDP families are improved every year. This residential complex established in the territory of Mingachevir city is also a clear example of this care.
It should be noted that in order to solve the social problems of refugees and internally displaced persons, a total of 5.1 billion manats has been allocated over the last 20 years, of which 2.1 billion manats were spent on improving the housing conditions of people of this category. 1.8 billion manats of that amount were allocated through the State Oil Fund. In recent years, IDP entrepreneurs have also been effectively using the state's concessional loans. Thus, through the National Fund for Entrepreneurship Support, 40 million manats of concessional loans have been allocated over the last 11 years to finance the investment projects of 2,000 IDP business entities.
