
Within the framework of the project, the total area where the buildings are located is 10 hectares. There are 612 one, two, three, and four-room apartments in ten 5-story buildings. These apartments will house internally displaced persons who were temporarily residing in public facilities and unfinished structures with intolerable conditions and required relocation. High-standard conditions have been created in the apartments. A club-community center and an administrative building have also been constructed on the territory.

Extensive landscaping and greening works were carried out in the neighborhood created by the order of the Social Development Fund of Internally Displaced Persons. A kindergarten for 50 children, school buildings for 440 students, a boiler house, a pump station, and a transformer substation were built here; telephone, water, and gas lines were extended to the apartments. Four sub-artesian wells were drilled, two water reservoirs were constructed, and an asphalt-concrete road with a total length of over 2 kilometers was laid in the neighborhood.
Later, President Ilham Aliyev and his wife Mehriban Aliyeva attended the opening of secondary school No. 30.


The two-story school building was constructed in a modern style. In the foyer of the school, photo stands reflecting the attention and care for education by National Leader Heydar Aliyev, President Ilham Aliyev, and the President of the Heydar Aliyev Foundation Mehriban Aliyeva, as well as their meetings with internally displaced persons, were created. Additionally, a board gathering facts and photos showing the state of the Kalbajar district before and after the occupation, along with information about National Heroes, was established. Besides 35 classrooms, the school features a physics-astronomy laboratory, metalworking and carpentry workshops, and specialized rooms for history, native language and literature, mathematics, geography, chemistry-biology, elementary military training, informatics, foreign languages, tailoring, and art. The educational institution also includes an assembly hall with 146 seats for various events.
Every condition has been provided for students to engage in physical education and sports, including football, volleyball, and basketball courts built on the school grounds.
